The sentiment comes from Communique Curves Sentiments. The teensy little raised dots are the fingernail paint I got at a yarn show- great stuff! Basic Grey patterned paper, or it could be Memory Box? 
I used three Copics in the red family, then removed some here and there with the blender. Lastly I placed some drops of dew on the petals with crystal glaze-
